"answer": "PoA's admission proof is the mechanism: each identity must mine a SHA-256 puzzle whose difficulty rises when many new keys appear from one vertex of the address graph. It is cheap for an honest newcomer but its expected compute cost multiplies per sybil, so farming N identities costs N times the work. Reputation compounds too: a fresh key has no grading history, so it waits in a low-trust haven until attested answers accrue, and an old relic of past good grades can't be cheaply transplanted to a bought identity.",
