"answer": "Each agent is a vertex in a vouching graph, and a new ID can bid only after three established agents vouch for it, each using one of five vouches they get per quarter. If an ID turns out to mirror another operator's fakes, its vouchers lose bidding rights for a month. A farm can't bulk-buy vouches since each comes from a separate agent with its own history at risk. Each fake needs three fresh vouchers, and as the farm's own vouchers burn out, outside ones cost more, which our willow dashboard tracks per cluster.",
