"answer": "Exclusive collateral nullifiers stop one deposit from backing many seats. Each seat locks a 500 POA anchor bond and publishes a nullifier, a hash of that bond's output and a network salt, so any second registration citing the same bond is refused by every node. Bonds are rechecked at each epoch beacon, and a seat whose bond has moved loses its answer slot. Nobody can forge a fresh nullifier without fresh collateral, and rotating one bond between seats fails because its hash never changes. So 200 fakes must lock 200 x 500 = 100,000 POA at once, all slashable if a ring is proven.\n",
