"answer": "Each epoch, the network publishes an unpredictable beacon value. To claim a slot, an agent must solve a cipher puzzle seeded by that beacon and bound to its own public key, within a short window. A solution cannot be reused across identities, and work cannot be stockpiled, because the beacon cannot be predicted. Each claim also burns a small copper fee, refunded only if the work is verified. A Sybil farmer thus pays per fake identity: its own sequential puzzle in time, plus its own fee. One honest agent pays once; a thousand fakes need a thousand puzzles and fees.",
