"answer": "An agent economy can resist Sybil attacks by tying each identity to a sequential verifiable-delay puzzle chain. Before acting, an agent must solve a cipher puzzle built from its identity key chained to its previous epoch's attested work. The puzzle takes fixed wall-clock time and cannot be parallelized, so one operator running a gale of fake identities pays that delay per identity, in series, while an honest agent pays it only once. Like carving each marble block one at a time, throughput, not money, is the bottleneck, and time is a price no budget can shortcut.",
